This document introduces a support tool developed by the BBioNets project designed to address the structural barriers that limit the growth of bio-based technology (BBT) Operational Groups (OGs) within the EU bioeconomy. Drawing on a qualitative survey of fifteen key stakeholders across six member states (Ireland, Greece, Poland, Czech Republic, Spain, and Italy), the report analyses the nine distinct phases of the OG lifecycle. It reveals that the scarcity of these groups is not caused by a lack of awareness or ambition, but rather by systemic challenges embedded in how projects are conceived, funded, implemented, and evaluated. Ultimately, the tool provides actionable, experience-based solutions and recommendations for National CAP Networks, Managing Authorities, and other actors to overcome these lifecycle bottlenecks and effectively drive bio-based innovation to the farm and rural levels.
