The article deals with public administration mechanisms for green tourism development in the Odesa region amid sustainable development. The dynamics of tourism tax revenues for 2018–2022 and accommodation facility indicators for 2018–2024 were analyzed under the impact of COVID-19 and the full-scale war. Using SWOT analysis, the strengths, weaknesses, threats, and opportunities of the region’s potential have been identified, including gastro-tourism and veterans' post-war readaptation. The study reveals that worn-out infrastructure, low service levels, and weak estate categorization hinder industry growth. The authors propose a comprehensive public administration model integrating strategic, regulatory, financial, human resource, and environmental levels for sustainable community development.
