A Comprehensive System for Assessing the Readiness of Industrial Enterprises to Transition to a Circular Management Model

Description

The article develops a multilevel system for assessing the readiness of industrial enterprises to adopt a circular management model. The proposed approach integrates the macro level of institutional, regulatory and infrastructural preconditions, the meso level of sectoral and cluster interaction, and the micro level of the enterprise’s internal resource, digital, organisational, human-resource and managerial capacity. Partial, block-level and integrated indices are proposed, along with an inter-level asymmetry coefficient, which makes it possible to determine the overall level of readiness, identify structural gaps in circular transformation, and substantiate priorities for managerial intervention.
